Richard Milian is an experienced eminent domain attorney who currently serves as outside general counsel to the Jacksonville Transportation Authority. In that role, he is responsible for a wide variety of legal needs of the Authority, including board governance matters, transit matters, contractual matters, litigation matters, procurement matters, right of way matters, and employment related issues.
Mr. Milian has represented hundreds of landowners in eminent domain cases throughout Florida. He has been involved in many high profile landowner cases, including a settlement in excess of $6 million against the City of Orlando, and a jury verdict in excess of $1.3 million against the Turnpike Authority.
He has experience representing landowners against other condemning authorities, including the Florida Department of Transportation, Orange County and the Central Florida Pipeline Company.
