J. Riley Davis devotes his practice to commercial civil litigation and state government administrative and regulatory litigation, licensing and policy. With over four decades of practice, he has comprehensive experience in commercial litigation, government regulatory litigation, and complex civil and administrative appeals, including constitutional challenges to state and local government action in the state and federal courts, from antitrust, trade practices, employment discrimination, contract disputes, to defense of entities or persons licensed by the State of Florida, rule challenges, bid protests, and seeking declaratory statements from state agencies.
Clients value Riley’s breadth of knowledge and his experience in high stakes disputes. Riley is also well versed in alcoholic beverage and pari-mutuel wagering licensing and regulatory compliance. He is valued as a consultant in government affairs and policy.
Well versed and experienced in the state and local bid protest process, Riley represents both successful bidders and challengers. He has represented clients submitting bids to most of the state agencies in Florida, with experience across the board from the Agency for Health Care Administration to the Florida Department of Transportation.
In his administrative/regulatory litigation practice, Riley has tried over 100 administrative cases. He represents clients before and against the Department of Legal Affairs (Florida Attorney General), the Florida Department of Financial Services/Office of Insurance Regulation, the Department of Business and Professional Regulation, the Florida Department of Revenue, the Agency for Health Care Administration (AHCA), State of Florida, and the Florida Department of Agriculture and Consumer Services.
